"U.S. GIs in Mindanao Wantonly Violate Philippine Constitution, and GMA's Administration Wantonly Abets It!"

The 1987 Philippine Constitution (Section 25, Article XVIII, Transitory Provisions) prohibits the presence of foreign military (foreign military bases, troops, or faciliies), in Philippine territory except "under a treaty duly concurred in by the Senate and, when Congress so requires, ratified by a majority of the votes cast by the people in a national referendum held for that purpose, and recognized as a treaty by the other contracting State." The Visiting Forces Agreement (1998) between the Philippines and the United States of America is one such "treaty." (It's being a legitimate treaty is highly assailable). It allows the presence of U.S. military in the Philippines. However, such presence, as prescribed by the VFA, is conditional or limited. Such presence must be for the sole and specific purpose of conducting joint military exercises or activities authorized under the VFA, and for limited durations ("from time to time") between the U.S. military forces and the members of the Armed Forces of the Philippines. The continued presence of American military personnel inside a Philippine camp in Zamboanga City has been going on for many years now. The Americans have actually established a camp within a camp at the then camp of the Southern Command Headquarters of the Philippine Army in Zamboanga City. They have virtually established an American base in the Philippines! U.S. soldiers have been assigned there for a tour of duty and are continuously replaced by another set of personnel as soon as one tour ends. This means, they are there 24/7, 30/12, or, 365 days a year. This violates the first condition. i.e., that the presence of the US military must be only for a limited duration. The American soldiers in Zamboanga City are actually engaged in actual military operations against the Abu Sayaf Group (ASG) of terrorists and Jemayah Islamiah (JI) international terrorists found in Mindanao and thereabouts. This violates the other condition, i.e., that the purpose or objective of their stay in the Philippines is to conduct joint-military exercises with Philippine military. The US military operations or activities in Mindanao are neither joint nor mere exercises. They are there to actually pursue, or interdict, search and destroy, mostly by themselves or alone sans the presence of AFP soldiers, the terrorists of the ASG and the JI wherever they may be found in the Philippines. In view of the foregoing, the VFA must be abrogated forthwith and the violations thereof, as well as violations of the Constitution, by the Americans and their co-conspirators, GMA and her Administration, be fully investigated, and the perpetrators be dealt with severely in accordance with law. Welcome remarks and state of the party's educational programs for the Evangelization of Politics

Peace to all !
We welcome all gathered here to join us in our first ever fundraising event for the evangelization of politics,a major component of the Ang Kapatiran.
Our event is of course intended to thank you all our members,supporters,aspirants and friends to see where we have come from and what we will continue to do beyond 2010 to be able to transform politics away from a personality and patronage driven culture,to a new culture of principles,platform and authentic public service.
Just about 12 months ago we started to revisit our ways of organizing and communicating what the party is all about.
We agreed that there needs a change in how we are going to change as a party and as a nation.
There are 2 things we now emphasize more;
- we need to focus on the youth as leaders and not merely as voters or supporters
- we will gear our educational programs towards it and these programs must reach the poor if we are to expect a real difference.
In order to actualize these we had 2 transformative initiatives.
- project MMX or 2010 which is our thrust to call the youth to action specially at the lowest level of political engagement
- Passport to a New Philippines,the political teachings for all citizens who have hope in the countries future but needs a working guide to refer to in the journey of engagement.

Utilizing all means to communicate our teachings including non traditional media,electronic communications and of course the traditional medium of newspapers,radio and TV,the party was able to release over 12 press statements printed in major newspapers,we had been featured in several editorials and commentary by socio- political writers,live and taped interviews and joint panel discussions with our leaders together with others were made on several radio TV/Cable networks.We also had attended various assemblies focused on the coming together of new and traditional political personalities.

We followed the advise of a well known columnist when we asked him how do we get into the news without having to feed the news and he said" make the news!".

True to our calling to courageously live prophetic politics, which is radical and controversial,the party did what is now seen as a natural thing to do.
By reversing the ways of the trapos 180 degrees , not only would it be the right ways to do things,but it would make news.

The educational component of Ang Kapatiran is the vehicle for the engagement and its brings about the struggle between status quo and new politics of transformation.
This is the empowerment of good education.

So where are we now?Are the fruits now being seen by the flowering of the trees? Yes we now see it.
- more have joined the party and since Jan 2009 we have nearly doubled our card bearing members all over the country and many are much younger than before.From early 2009 we now have 1,500 plus new members.In 2008 we had just about 2,500 card bearing members and about 2,500 informal members.
- even as we have major constraints on project MMX due to funding the program we can still target 1,000 candidates to be fielded in selected towns and cities that are now being developed.
- the party has visited over 32 major towns and cities presenting the teachings to clergy,lay,ngo's and other civic organizations and some government groups.
- the was a total of 20 dioceses and 8 archdioceses visited and presentations made to both clergy and lay leaders.At least 20 towns and cities are actually organizing thru out the country while others are being given follow up visits to help in conducting the teachings utilizing handouts,CD/DVD.
- breakthroughs of the party again in having its first daily 1 hour radio program in Davao which is heard in about 30% of southern Mindanao.
- the CBCP invited Nandy Pacheco to its plenary as a resource speaker again,this time to expound on the parish based political desk and its impact to the lays involvement in politics under the pastoral guidance of the clergy.
- an interactive website angkapatiranparty.org was established early this year and is a major connect to the public and those interested to help the party.
- the involvement of brother Muslims in ARMM have see an upsurge after many teachings were made by our coordinators in the areas.The younger Muslim youth have spoken about Ang Kapatiran as the only party they can trust after listening to the talks.
- even as other reform movements exist and coalese,the party remains steadfast in doing its mandate to field a complete slate of aspirants for national positions.Tonight we will introduce some of them including some local aspirants.
- a tactical pattern is emerging in a few major towns and cities where fielding of complete slates is being targeted in order to show the people that there is a good chance for transformation if most if not all of local officials with be from the party.

So what else is expected to be done until the filing of candidacy starts and the campaigning begins?
The Party will be more aggressive and has now gotten 6 more young volunteers who are being trained to do the evangelization of politics talks to the youth sectors.We have also gotten a bigger HQ to contain the 4 Team Coordinators for the national slate.

If we can spread out the work to the 40 organizations we have made presentations to it would be like a miracle wand and the whole country would have the members and candidates we will need. This is the target of evangelization,to awaken the neutral and call the 99% to start something,no matter how small.

Tonight is a tribute to small ideas and actions.Ours is to be faithful.
God is in charge.

REGINAL BALISI TAMAYO,45,AKP SENATORIAL NOMINEE

AN OPEN LETTER FROM REGINALD BALISI TAMAYO TO ALL FILIPINOS
ANG KAPATIRAN SENATORIAL CANDIDATE

Dear Friends, Relatives, and Countrymen:

I am REGINALD BALISI TAMAYO, 45, married, a public servant and a humble Christian.

I am writing to inform you that I am running for the Senate in the 2010 elections under the Ang Kapatiran Party. I expect a certain amount of skepticism on your part. In fact many asked me these questions- "Isn't that a little unrealistic? Isn't that a wishful thinking?" I also asked the same questions a few times. I was clueless. By default, I dismissed my nomination to be a Senatorial candidate as a joke. I thought that I was not prepared to re-shape my life and that of my family by running into a national office.

However, as many put it, there's a reason for everything. It is in this spirit that I am inviting you to read my story why I am taking this long shot for a Senate seat.

Looking back

After completing AB Philosophy in 1985 at the University of the Philippines, it was my plan to pursue my law studies. My parents were tongue-tied when I told them about this. Knowing that they didn't have the financial resources to support me, I did not insist my plan. My father was a clerk-typist and my mother worked as a gasoline girl. With the measly amount of salaries they were receiving, I understood their silence. I thought that poverty would hamper my dream ofbecoming a lawyer.

I went home to Aparri to find a job and to be with my parents. It was timely that the Lyceum of Aparri opened a major seminary. I applied for a teaching job there and was hired as a lecturer. I was at the young age of 21 when I was appointed Dean of Liberal Arts and Dean of Student Affairs of the Lyceum of Aparri. During that period, I was invited by politicians to join local politics in my hometown Aparri purposely to represent the youth sector. Truth to be told, teaching the seminarians with Philosophy subjects and supervising a college became an all-consuming drive for me such that I courteously declined the invitation. I thought politics was farthest from my mind at that time.

I will never forget the day when my school superiors told me to try it. They were able to convince me though to run for a municipal councilor. However, I lost and I was very happy about it. I went back to my school work with zeal to teach and to oversee a college.

The Transition

A few months after the elections, one of the elected municipal councilors passed away. There was no other choice but for me to take his place because, after him, I was next in rank and we belong to the same political party. I was sworn in as an appointed municipal councilor to serve the unexpired term of the said local official.

The effect this had on my work as a teacher and as a dean is obvious. I was spreading myself too thin to attend to my work as a municipal councilor and as a teacher and a school administrator while completing my masteral studies too. In order not become inefficient I was asked to give up one post- I decided to try my new life as a public servant because I was overwhelmed by the many concerns of my townspeople that need to be addressed squarely thru legislation. However, I never gave up completely my teaching job, I still teach at the Lyceum of Aparri as a part-time college instructor.

Period of Achievements

During my stint as a municipal councilor of Aparri, I was awarded as Outstanding Municipal Councilor of Cagayan by the Philippine Councilors League. I pioneered thru legislation many innovative legislative measures ranging from giving awards to outstanding public school teachers, scholarship program for the poor but deserving students, instituting a local newspaper, to many and varied ordinances that benefit the Aparrianos.

I wrote two books for the barangay officials (Barangay First) and the sangguniang kabataan (Empowering the Sangguniang Kabataan). The latter was reviewed by DILG Region 2 and was approved for distribution to all sangguniang kabataan throughout the country.





I shared, and I am still sharing, my views on local and national issues and many of them were published in Philippine Daily Inquirer, Philippine Star, Philippine Free Press, and other major dailies. I am a regular columnist of the Northern Forum of Tuguegarao City, Guru Press of Tabuk City, and several others. You can read all my articles in my site at http://reginaldtamayo.blogspot.com.

After I finished my 3-term as a municipal councilor, I ran for the vice-mayoral post but lost. But a year after the elections, I was asked by the then Vice Governor Oscar T. Pagulayan to work with him as his chief of staff. I accepted the job and was exposed to politics on a higher level for almost two years.

In 2004 elections, I ran again as a municipal councilor of Aparri and I won a seat, a position which I still hold up to this time. Truth is I already spend 20 years more or less of my life as a municipal councilor of Aparri.

Time to have a breather

Early this year I decided not to run anymore in the forthcoming local elections. My wife Lalaine Jarabe-Tamayo, and my children Regine (UST Philosophy 4th yr. student), Reiner (3rd yr. high school), Ria (2nd yr. high school), and Ricci (grade 4) were happy about my decision. They egged on me to continue my law studies which I did. "I needed some breathing space," I said, especially when I was not given any committee to chair in the municipal council and almost my proposed resolutions and ordinances are not given due course. It is indeed a lonely fight when you are an opposition. I am up to my neck. That is why I was resolved to hide myself from politics next year.

God's providential hand

But God works in mysterious ways. I recall that I hesitated to enter local politics when I was immensely enjoying my role as a teacher and as a dean of a college but God made a way for me to become a municipal councilor. Also, when I lost in my bid to my vice-mayoral post, God led me to experience politics in the province. I recently decided to take a time out from politics by not joining the local elections next year but God knocked at my heart to try national politics this time. I have been praying to God that he will pluck me out from the noisy politics and put my life in a more quiet place. God answered my prayer but He alone knows the reason why he answered my prayer differently.

I was like Jonah, the fugitive figure in the Bible. I was running away from politics but only to discover that there is no hiding place from God- He still found me and invited me to try national politics.

To be honest, I never asked to become a Senatorial candidate. Somebody nominated me as Senatorial candidate under Ang Kapatiran. The party informed me that I was nominated and asked if I am wiling to accept it. My wife and I took the nomination lightly knowing that we don't have the resources to back me up. When I attended recently an international convention in Manila, I thought of contacting the secretary of the party and told him that I was ready to be subjected for a panel interview. I never thought that I would be severely grilled in that interview with many raised questions about national issues, political and moral concerns. I passed with flying colors the interview and without much ado I was named the 7th Senatorial candidate of the party. The party tendered a lunch for me after that.

My dear friends, relatives and countrymen, I am presenting myself and my partymates of the Ang Kapatiran Party as alternative candidates. Having been asked to run for the Senate is a grand and a grave challenge. I say grand because I see God's providential hand into it; and I say grave because it is no joke to run for a national office.

I don't have any personal resources to sustain my candidacy but I sincerely believe I have you on my side, and with the guidance and provision from God I will not be another Jonah but to willingly accept the call and the challenge to run as a Senator in 2010 elections because there is no hiding place and hideout fromGod

LAUNCHES CANDIDATES FOR 2010

The Ang Kapatiran Party (AKP), a national political party accredited by the Comelec, formally launched its candidates for the 2010 elections at a fund-raising dinner held at the Social Hall of the Christ the King Parish in Greenmeadows, Q.C. on 19 August 2009.

Dubbed “Dine for Psalm 20:10”, the sit-down dinner was attended by some 400 AKP supporters to help raise funds for the Party’s national and local candidates. The dinner event featured a significant dish, porridge or “lugaw” that symbolizes the worsening poverty of Filipinos.

“Ang Kapatiran hopes that change will begin over dinner, among families and small groups who are trying to find a way to make their country better,” AKP president Eric Manalang said.

The national candidates, formally introduced during the event, included presidential candidate John Carlos “JC” delos Reyes and senatorial candidates Atty. Adrian “Dado” Sison, Dr. Martin Bautista, Atty. Zosimo Jesus “Jess” Paredes, Atty. Dominador “Jun” Chipeco, Jr., and Aparri Councilor Reginald “Reggie” Tamayo. Two other senatorial candidates, who cannot make it to the event, will be announced in a subsequent forum along with the remaining five others and a vice presidential candidate, the search for which is still on-going and will complete AKP’s 2010 national slate.

As will be recalled, AKP’s search for national candidates went through public nomination followed by a rigorous selection process that required each one’s adherence and commitment to the Party’s principles and platform in whole and panel interview focused on measuring the aspirant’s moral uprightness, courage, competence, leadership, and responsible citizenship and parenthood.

Other candidates for local positions were also introduced, namely, Atty. Leo Ferrer of Quezon City, Conrado Tejada of Ibaan in Batangas, Dr. Luisito Lacatan of Oriental Mindoro, Victor del Rosario of Naval in Biliran, Engr. Dhara Mamacol of Lanao del Norte, and Jose Policarpio Jr. of Zamboanga Sibugay among others.

To bring about needed change in towns and cities, AKP has embarked on its initiative, Project MMX (2010), which is a national search for local candidates from councilors and up aimed at addressing the likewise escalating corruption and unprincipled governance in local government units. At least 200 major cities and municipalities all over the country will have complete AKP slates for the 2010 elections.

As corruption begins with favors owed during election campaigns, AKP will introduce a campaigning system driven by the active support of each candidate’s network of friends and supporters. All AKP candidates must not be saddled with the burden of raising their own candidacy funds in order to make them accountable only to their constituents and not beholden to those with vested interests. This way, money becomes much less of a factor in the candidates' chances of winning.

Party principles and platform with clear and specific policy objectives to which all AKP candidates adhere shall be the main battle cry of the Party as opposed to mere motherhood statements. In this regard, a vigorous and widespread political information campaign will be undertaken to educate voters particularly the poor and young electorate who constitute 46% of voters.

With Noynoy's recent declaration of his intent to run for President, the political season with all its high drama, passion and entertainment potential has begun. It’s the season of clever deceptions, of half truths, of media hype. It’s the season for raising anew Filipinos’ expectations based on the same trapos’ empty promises of change repeatedly made in the past decades;but season after season, the Filipinos are left high and dry, their expectations unmet. Now is the season to reflect, to ask ourselves the question we have long avoided asking: WHY HAVE WE AS A PEOPLE COME TO THIS STATE? HOW MUCH LONGER ARE WE GOING TO WAIT FOR REAL CHANGES TO TAKE PLACE IN OURSELVES AND IN GOVERNMENT?

In the past few days, tri-media have provided ample evidence of the systemic flaws in the way we choose the leaders to govern us. There’s the charismatic aura that descended like a royal mantle on the heir apparent Noynoy. There’s Mar Roxas all set for a make-over by his “upmanship” act of withdrawing in favor of Noynoy. There’s Erap Estrada once again claiming to be a casualty of history and hoping to clear his name by running again for President. There’s Manny Villar quietly celebrating his commanding lead in the poll surveys. There’s Noli de Castro still enjoying his dimming reputation as a broadcaster. There’s Bayani Fernando staking his presidential ambition on MMDA’s achievements. And there are the other presidential wannabees, all well known names whose images,whether true or false, have been created by exposure to media. And there are the Filipino voters who become unwitting victims of “name recall”, a euphemism for brainwashing. With very few exceptions led by Governors Padaca and Panlilio (and notably the young JC de los Reyes ,Olongapo City councilor and presidential standard bearer of the Ang Kapatiran Party) nearly all of our elected leaders and possibly all of our national leaders have spent mind blowing amounts of money on image building and refurbishing, orchestrated by top-drawer advertising firms. As the election campaign progresses to fever pitch, expect media to gobble up available space in print and airwaves glorifying the names of moneyed candidates. This begs the question:Why would so many candidates spend so much to land in jobs that pay so little in relation to their “investments”? Why would a sincere desire to honestly serve the public cost so much in money?

We as a people have relinquished to media, pollsters and image builders our discernment powers of selecting our leaders. Whether in laziness, despair or apathy, we have surrendered our right and abandoned our constitutional obligation to be politically engaged in the governance of our country by exercising our right of suffrage intelligently and wisely. All too easily, a majority of us has succumbed to constant media bombardments. And fall prey to “name recall”.

Up to this point, I have intentionally omitted mentioning the ruling coalition party Lakas/CMD/Kampi and its anointed candidate for President, Secretary Gilberto Teodoro. Because it deserves a special mention. Despite all the sound and fury directed at GMA, the political reality is her administration controls the government machinery and its vast resources that can deliver a potential knockout punch to a dismembered so-called opposition. The party’s campaign arsenal and bagful of tricks would make any candidate belonging to another party and hungry for power salivate with envy. Its standard bearer Mr. Teodoro is an independently wealthy person capable of spending his own money. The country’s political warlords consisting of governors, legislators, mayors, councilors and even the supposedly apolitical barangay officials, – the vast majority of them – have sworn their loyalties to the party. Expect money (infinite amounts of it) to be spent on its candidates starting today and lasting until May, 2010. More than any other political party belonging to old politics, this dominant Lakas/CMD/Kampi will saturate the voters with media propaganda, giveaways and “looking good” posturing. Money spent will artificially grow the GDP. But where are the platforms of the party? What are the ideals and values that will underpin the ambitions of their candidates? How are the people that vote them into power to measure their faithfulness to their party’s platforms and their declared personal values? Or is the party and its candidates just living up to the traditional roles of politicians perpetuating the cycle of money/politics that has stunted the growth of Filipinos’ political maturity and preserved the status quo of political patronage? ONE MORE IMPORTANT QUESTION: IF THE INTENT OF THE CONSTITUTION IN PROVIDING FOR A ONE-TIME SIX-TERM TERM FOR THE PRESIDENT IS TO MAKE HIM/HER IMPERVIOUS TO POLITICAL AND PATRONAGE PRESSURES WHILE IN OFFICE, WHY IS THE INCUMBENT PRESIDENT SO ACTIVELY INVOLVED IN THE POLITICAL PROCESS IN HER PARTY OF SELECTING HER SUCCESSOR?

The coalesced Lakas/CMD/Kampi party is a juggernaut that will attempt to sway the hearts and minds of voters in May, 2010. It will stage a roadshow of achievements in infrastructures, economy, education, etc…. and will refuse to answer the fundamental question of whether these so-called achievements obtained at a mind-boggling cost have in fact raised the Filipinos’ quality of life. If they have, then why is the Philippines lagging behind her neighboring countries in Asia which she used to dominate 50 years ago? The so-called opposition with its array of traditional politicians employing the same tactics that have enslaved the Filipino people for years will not present new hopes nor fresh winds of change that will shake things up and restore honest-to-goodness public service.

Unless our people take a moment and prayerfully reflect on the recent events that forebode of things to come by way of shaping our future as a nation, we will be held captives behind prison walls we ourselves have made.

Govern for the common good

A leader once ask me,hey Eric what is meant by the common good?
I asked him is this the first time he had thought about such a principle or ideology?
Its taken for granted that our leaders make decisions or take positions on major or
even minor issues without even having a reference point.
So what is really the common good to me? to you?
Is it merely being good to as much people as we can?
Such simple words, common and good.Individually easy to understand but put together
can become very meaningful.
The common good, not so common,sometimes not even good for all.
I gave him my answer.Got one?
